Me after my manuscript was rejected by Journal X and I am now preparing the cover letter for Journal Y.
Every year that I genuinely want to go to the TRB (it's in DC), my papers get rejected. When I have doubts to go, they're accepted. This year two of our papers are accepted:

Turns out Reviewer #4 copy-pasted all 14 comments from an unrelated review he wrote 3 years ago! We spent weeks deciphering & addressing comments on sections our paper doesn't even have.
Of course, I emailed the editor.
