The areas where these gangs operate(d) are places like Rotherham and Oldham.
They are basically South-Asian Muslim ghettos. Even many of the police in these places are part of the biraderi clans, they're also Pakistani (or Bangladeshi) Muslims.
And so are many of the councillors that control local government. That is important context here.

Just look at the 6 anti-racism “commitments”:
1. Take a stand against racism in all forms
2. Proactively identify & tackle “racial inequalities”
3. Reform policies that over-police or under-protect certain groups
4. Partner with others to fix societal racial gaps
5. Deliver “equality of outcomes” by treating people differently based on race,needs,experiences
6. Show transparency, leadership & measure anti-racism impact
Translation:
>do not treat everyone equally under the law
>explicitly reject colour-blind policing
>respond based on skin color and “lived experience” to engineer equal results
The police at the scene did exactly that and the outcome was an absolute tragedy.

It is a delight to have been in Surat and inaugurate key development works. I have always believed that Surat is more than a city…it is a spirit. This spirit is seen in the dynamism of the people here. A city that was once known for a massive plague is now known for cleanliness. What is noteworthy is that the recent strides in cleanliness have not made the people of Surat complacent. On the contrary, they are working even harder to boost Swachhata. I was told that over the last few days, people of Surat took part in many cleanliness drives. I applaud all those who joined such efforts.
This is also my first visit to Surat after the local body elections in which the BJP received a resounding mandate from the people. These continued blessings give us strength to keep working hard to fulfil people’s aspirations.

Pained by the passing of Dr. Subhash C. Kashyap, who previously served as Secretary General of the Lok Sabha. He was one of India’s foremost constitutional scholars whose contributions to parliamentary and constitutional discourse enriched our society.
