Highlighting new developments in Security Council working methods since publication of 'Procedure of the UN Security Council' (see also linked website)

In light of the launch of the new Informal Expert Group on Technology and Peace & Security, we have updated our list of Penholders⬇️ NB This is our own informal compilation and not an official list prepared by the Council itself.
Media Stakeout to launch the Security Council Informal Expert Group on Technology, Peace and Security   As the Security Council’s discussions over the past months have demonstrated, there is a growing recognition of the implications of new and emerging technologies for the maintenance of international peace and security. The technological developments are reshaping conflicts and the information environment; they affect the protection of civilians and safety and security of UN personnel. While these technologies create new risks, they also present new opportunities. We need to ensure that the Council is in a position to fully assess their implications forits primary responsibility of maintaining international peace and security. For this reason, Bahrain, Colombia, the Democratic Republic of the Congo, Denmark, France, Latvia, Liberia, Panama, United Kingdom and my own country, Greece, are launching today a Security Council Informal Expert Group on Technology and Peace and Security. The objective of the Informal Expert Group is to provide an opportunity for Council members to engage in structured and timely discussions on issues related to emerging technologies and their impact on international peace and security. These discussions will be guided by the purposes and principles of the Charter of the United Nations. While not duplicating discussions within the existing formats, the group will provide a space for the Council members to consider both the challenges arising from the use of emerging technologies, as well as the opportunities to leverage these technologies to strengthen the Council’s engagement on these issues. The Group will contribute to these efforts in several ways. First, it will serve as a forum for horizon-scanning, enabling Council members to identify and better understand emerging technological developments that may have future implications for the maintenance of international peace and security. The Group will also meet to assess challenges and opportunities presented byemerging technologies for the implementation of thematic mandates such as peacekeeping, counter-terrorism, and protection of civilians. Furthermore, the Group may hold meetings ahead of specific mandate renewals, for instance, of peace operations, where technology related considerations are of particular importance. Finally, some practical details. Greece and Latvia, which have led the efforts to establish the Group, will serve as its co-chairs in 2026. The Group will hold its first meeting in November. While it is being convened by the Council members gathered here today, the Group remains open to current and future Security Council Members wishing to join. To facilitate its discussions, the Group will seek perspectives from the UN secretariat, non-governmental institutions and the private sector, among others. The Group will not seek to prejudge the response of the Council. Rather, it will aim tofacilitate a shared understanding of emerging technologies and provide Council members with up-to-date expertise, contributing to the Council’s ability to act effectively and at speed of relevance in light of the rapid technological change that is affecting implementation of its mandate.

IMPORTANT clarification: While we are closely following the SG appointment process & are commenting on various developments, we have not recommended - and will not recommend - a particular candidate.
Replying to @dylanotes
The UNC must mean more than words. When the @SCRtweets @SCProcedure recommends a SG every MS bears a responsibility to uphold the Organization’s principles. No amount of oil, money or investment should outweigh integrity, dignity and the values the #UN was created to defend

A UN history nerd in me couldn't help but appreciate reference to Gamani Corea in @MAFrancheUN's article below. A giant who helped create G77 (group of developing countries) and later steered the first Trade and Development report -- by now a flagship publication of @UNCTAD
Why is multilateralism strategy, not charity—especially for smaller states? @MAFrancheUN explores through Sri Lanka’s experience, with lessons for many others: 🇱🇰 sundaytimes.lk/261025/news/t… 📷 Stamp issued 10 years after independence, 3 years after joining UN & 12 years before Ceylon became Sri Lanka

This level of public mobilization against an SG candidate is unprecedented in UN history! How will it impact SC voting? Some P5 may be uninfluenced by public outcry & factual bases. But likely to weigh significantly w/E10 govts who will be remembered if recommendation goes thru.

This video by Norway's University of Agder, made in response to Ferrell's 2021 GM ad, today is a good response to Trump . . . Link: xitter.cf/TeslaStars/status/1358…
WARNING: STRONG LANGUAGE President Trump escalated his invective against Norway, calling it a ‘shit house country’ and saying Norwegian immigrants are not welcome in the United States because the Nobel committee, based in the capital Oslo, has not awarded him a Peace Prize reut.rs/3U1joSt

Interesting take on a rumoured Orbán nomination for SG . . .
Floating Orbán feels like a stalking horse from Trump and his autocratic friends meant to make the UAE’s Lana Nusseibeh look like the “compromise candidate.” Countries shouldn't be fooled into handing the UN to a top denier of the UAE’s role in arming the RSF in Sudan's genocide.

Trump described Libya as a "shithouse country" and "terror-infested" -- while his own officials were trying to do diplomacy there. Now they are scrambling to try to fix the damage that he inflicted -- forcing him to post statements of praise that they wrote for him.
The Libyan people are proud, resilient, hospitable, and deserving of peace and prosperity. The United States and Libya share a strong and enduring partnership in combating terrorism, building on our historic success in defeating ISIS in Libya together. We respect the Libyan people and the sacrifices that brave Libyans made fighting ISIS, the common enemy of both our peoples, but Libya cannot remain a corridor for illegal migration, and this must end now. The United States remains firmly committed to strengthening our bilateral relationship, supporting the long-awaited unification of Libya and Libya’s institutions, and standing with the Libyan people as they transition toward successful national elections. The Libyan people have been victims of terrorism and foreign meddling for years. I want them to unite, take back their sovereignty, and have the peaceful, prosperous future they deserve! President DONALD J. TRUMP

The Ministry of Foreign Affairs and the Ministry of State for Presidential Affairs will officially launch “Liberia’s Road to the UNSC Presidency,” a series of national and diplomatic engagements leading to Liberia’s assumption of the Presidency of the United Nations Security Council in December 2026. The event will take place at 10:00 a.m. at the Ministry of Foreign Affairs, Capitol Hill, Monrovia, on the United Nations Day Program on Monday, October 26, 2026, under the theme “Liberia on the United Nations Security Council: From Sustaining Peace at Home to Advancing Peace and Security Globally.” This year’s commemoration holds particular significance as Liberia serves its 2026–2027 term as a non-permanent member of the United Nations Security Council, marking an important milestone in the country’s diplomatic history and reaffirming its commitment to multilateralism, international cooperation, and global peace and security. The launch of Liberia’s Road to the UNSC Presidency will set the stage for a series of activities highlighting the country's peacebuilding experience, diplomatic priorities, and growing leadership role in regional and international affairs. The commemoration will also provide an opportunity to recognize the importance of national unity, institutional collaboration, and collective responsibility as Liberia prepares to assume the Presidency of the Security Council. The Ministry of Foreign Affairs and the Ministry of State look forward to marking this historic occasion as Liberia continues its journey from sustaining peace at home to advancing harmony and security globally.

Yesterday was UN Day, and this was probably the quote you heard most in speeches or saw on social media. It has been repeated so often that it has become a cliché. I also happen to have a couple of issues with it… 🧵 #UNhistory

This is a great initiative. There should be a global campaign for reading the UN Charter starting with members of delegations at the UN. let us start this challenge. Post an article or an important principle in the Charter to show that you read it. Let us Go. Mine is “To unite our strength to maintain International Peace and Security”.
In honour of this anniversary of the entry into force of the UN Charter, let's all challenge ourselves to do something we rarely do, which is to actually read the Charter from its Preamble all the way through to Article 111.
