The Election Commission has filed its reply in the Supreme Court to the petition on how the three-member Commission functions.
27 pages, approved by all three members. Its argument: every decision was unanimous, and a Commissioner’s note is a “suggestion,” not a decision.
Here’s what it addresses, and what it doesn’t.

Anti-national Dr. Randall Sequeira is the new prey of India's Baap Adani, pushed into jail for opposing Adani's illegal Buxite Mine project in Odisha.
Dr Sequeira was born in Karnataka, grew up in Mumbai. And after completing MBBS, he went to Kalahandi, Odhisa in 2017, to provide health care to the local Adivasis, Dalits in those remotest hills
He was allegedly detained without any warrant, memo or showing any reason on 16th October.
Now, charges of attempt to murder, rioting to possession of arms, instigating others in the region to make false allegations against the state government has been lavelled against him. The police has also found his link in an April, 2026 clash between Adivasis and Police.
Why? Because Dr Randall Sequeira opposed and raised his voice against Adani occupation Adivasi village lands through forgery. Fake thumb impressions and signs were collected. Check the latest @AJEnglish report where even dead villagers apparently consented.
People were protesting outside while their thumb impressions, and signs were being collected automatically, agreeing to give up their land for the Adani mine.
So Nationalistic approach!
What bigger crime can there be than opposing such a sacrosanct Adani?
It doesn't matter Dr Sequeira not limit himself to prescribing medicines. He also helped educate their children, helped those few tribal students prepare for medical entrance examinations.
What even if he travelled from village to village, holding camps for pregnant mothers and malnourished children?
What if he used spread awareness about address nutritional and maternal health challenges in those hills where even after 80 years of Independence, Goborment only reaches them when it matters to squeeze them out.
After all Adani is India's real Baap. Dr Randall Sequeira committed a great crime by expressing his sympathy for those Tribals whose land has been taken illegally by Adani.
How dare he?

I want to thank everyone for engaging with and amplifying this post here and on Instagram (where it went above 1M views) about my junior, Dr Randall Sequeira, a tribal medicine doctor who was jailed for serving adivasi communities in forsaken hills of Odisha and battling corporates looking to destroy the environment.
instagram.com/p/DeuOATzgQIq/…
As a result of our efforts, Dr. Randall was able to speak to his mother over phone from the jail.
I got to know that, the first thing this doctor of the hills, told his mother was "Sorry".
This is mind numbing.
He is apologizing for doing what was right and getting punished for it.
He is apologizing for standing up to destructive powers and apologizing for it.
He is apologizing for making preventative care the norm instead of therapeutic damage control.
What has this country become in the last decade or so?
Doctors have to apologise for serving the underserved.
Public safety advocates have to apologise for trying to save the environment.
Healthcare activists have to apologise for standing up for primary care.
Youth has to apologise for demanding impartiality and quality of life.
On my post, there was a sudden increase in quotes (concentrated on 23 October 2026, around 18:28–19:22 IST), a tightly clustered set of posts that shared a highly uniform style, argument structure, and framing and consisted of accounts that were predominantly:
- Indian, with heavy nationalist/Hindu cultural markers.
- Blue-verified in many cases, with follower counts typically in the low tens of thousands.
- Bios frequently feature: “Proud Indian,” “Nationalist,” “Sanatani,” “Jai Jai Shri Ram” / “जय श्री राम,” Indian flag emojis, “राष्ट्रहित सर्वोपरि,” “कट्टर राष्ट्रवादी,” “Sanatan Dharma,” “Radhey Radhey,” or similar. Examples: @Shrish_1987, @Shankarsingh992, @imRohit_IND, @ShagunX_, @PJha_666.
- Not primarily medical, environmental, or activist accounts, but general political/social media commentators or supporters aligned with pro-government/nationalist narratives.
These accounts are largely supportive of mining corporates Adani and Vedanta and pro-Govt. None of them provided any clear rebuttals.
Nationalism means being proud of the country and not being proud of becoming lapdogs of the government.
In a better world, a doctor wouldn't be jailed for standing up for rights of the underserved and treating them with compassion and empathy.
Idiots claiming Dr. Randall was converting tribals into Christians are thinking and responding from their pelvises, not brains. Religion is the last refuge of scoundrels. And India is full of them. It's a fcking shame.
Medicine is also about environmental health and social justice. It's not just diagnosis and treatment.
The government must release the good doctor and stop criminalizing healthcare activism because it doesn't feed and bulk their greedy interests.
My dear friends, please, I hope to demand your absolute attention to this matter:
In 2018, my junior from St. John’s Medical College, Bengaluru, Dr. Randall Sequeira (middle in the pic), trekked up a steep, bauxite-rich plateau in Odisha to hold a monsoon health camp in the indigenous Kutiya Kondh village of Kutrumali.
In a piece he wrote then titled "Kutrumali’s Demons," Randall described sleeping under a dripping school roof in freezing fog, borrowing utensils from a local health worker to cook khichdi, and waking up at 6 AM to a line of tribal mothers. He wrote with heartbreak about treating malnourished toddlers with protruding bellies and visible ribs, listening to stories of stillbirths and chronic fevers, while noticing the shiny new solar lights installed by a mining conglomerate eyeing the aluminium ore beneath the villagers' feet.
Comparing his small medical team to hobbits sheltering in the night, Randall worried about the outside forces coming for that fragile village.
Randall stayed with the tribal/ adivasi community to serve them. After St. John’s and an MD in Internal Medicine from SMS Jaipur, he gave up every comfort of urban medicine to live in Kalahandi, recognizing that clinical prescriptions are meaningless when indigenous communities are stripped of their forests, water, and dignity.
On the night of October 16, Odisha police picked up Dr. Randall Sequeira and Dalit activist Laxman Naik at 11 PM from his home in Bhawanipatna. A gentle physician who has spent years trekking up hills to save tribal children is now locked in Rayagada sub-jail under frivolous but draconian charges (attempt to murder, dacoity), simply for standing with Adivasis peaceful protesting the mining of their sacred hills in Sijimali and Kutrumali.

Odisha Govt. said it will cut down forests to connect tribal villages. But it was a way to bypass green laws and fast track London based Vedanta’s, and Adani's mining plans. Local organisations estimate that around 45 villages depend on these hills and would be affected.

The state has answered with repression rather than dialogue. In the last three years, at least 43 police cases have been filed and over a hundred Adivasis and Dalits, both women and men, have been incarcerated in Odisha jails. For example, from In March and april 2026, 8, 2026, to April 8, 2026, within one month, 24 people were sent to jail, 217 were made accused, and the number of “others” total 1,140. An activist who was not named in the original FIRs, but has since been implicated in about 12 cases, so that bail in one case is followed by arrest in another. This pattern of capture and releases have been used to crush rational dissent.
Dr. Randall understood that being a good doctor means understanding that prescriptions cannot compensate for the denial of land rights, that surgery cannot undo displacement and that no medical can substitute for the basic infrastructure a government has failed to provide.

Their incarceration is the latest in a string of arrests as part of the Odisha state government’s attempt to quell the peaceful protests by Dailt and Adivasi people, who are fighting to preserve their natural resources.

Randall Sequeira, a general medicine specialist and rural practitioner, was arrested on October 16 and, according to reports, remains in judicial custody. His work with Adivasi communities in Odisha has involved addressing health concerns linked to mining activities. He has also stood in solidarity with these communities in their resistance to mining projects.
#WATCH | #Odisha: In Kandhamal, a 70-year-old couple has pledged their old-age pension cards to fund their son’s dream of becoming a doctor. Sushant Sunamajhi, who cleared #NEET this year, secured admission to the medical college in Jajpur. His parents have reportedly pledged their pension cards for Rs 12,000 each to arrange money for his admission. They have also sold land and borrowed money to support his education. With the couple’s pension benefits going towards repaying the loans, the family faces uncertainty over how to meet the expenses of medical studies, accommodation and other needs. As Sushant begins his medical journey, the family hopes for financial assistance to help him fulfil his dream of becoming a doctor and serving people in need.

The struggle to protect Jal, Jangal, Jameen is a struggle for the constitutional rights, dignity and survival of Adivasi and Dalit communities.
The reported detention of Dr Randall Sequeira and Laxman Naik, followed by serious criminal charges and denial of bail, by Odisha police under the BJP government is a serious concern.
The hills, forests and rivers are not merely resources to be exploited; they sustain communities, livelihoods and generations of life. The principle of Gram Sabha consent, affirmed by the Supreme Court in the Niyamgiri case in 2013, must be respected in both letter and spirit.
@CMO_Odisha mustintervene, and release Dr Randall Sequeira and Laxman Naik immediately.

On 16 Oct, 2026, the Odisha police picked up physician and activist Dr Randall Sequeira and Dalit activist Laxman Naik. They have been supporting protests by Dalit and Adivasi communities against Bauxite mining projects. This is part of a larger campaign of repression in Odisha which has seen 43 police cases and over a 100 people jailed in three years.
Congress MP from Koraput @saptagiriulaka and the Odisha Congress are providing support to the arrested activists.
Bauxite mining projects in Sijimali, Kutrumali and Niyamgiri are being pushed through with brazen violations of Panchayat (Extension to Scheduled Areas) Act (PESA), 1996 and the Forest Rights Act, 2006, though these are Fifth Schedule areas. This contravenes the 2013 Supreme Court judgement on Niyamgiri which upheld the right of the Gram Sabhas to withhold consent for mining activity.
In Sijimali, there are serious allegations of forging of Gram Sabha consent. The Congress has documented such cases of ‘Angutha Chori’ across BJP-ruled states. It is no surprise that one of the proposed mines is a Modani project.
The Union Govt granted the Sijimali project environmental clearance in May 2026. Last month, the Odisha CM promised “all possible support” for such projects - following which, the crackdown on activists and local communities has intensified. This is the double engine model at work denying Adivasi communities their rights.
Odisha is no stranger to public protests by tribal and other communities when mining projects that have major ecological impacts are sought to be bulldozed through bypassing all legal and Constitutional safeguards. The latest in this depressing saga involves a bauxite mining project with associated infrastructure in Sijimali in Rayagada and Kalahandi districts.
There appear to have been serious violations of the Panchayat (Extension to Scheduled Areas) Act (PESA), 1996 and the Forest Rights Act, 2006. Rights of affected individuals, local communities, and local institutions like Gram Sabhas guaranteed by these laws passed unanimously by Parliament have reportedly been deliberately diluted or even by-passed. When agitation inevitably took place a few days back, the police used disproportionate force in a targeted manner against scheduled tribe communities, specially women, thus violating the SC/ST (Prevention of Atrocities) Act, 1989. This has happened in a state where the CM is himself from a tribal community.
The Union Minister of Tribal Affairs is also from Odisha. He should demonstrate greater sensitivity and order an independent inquiry into the unrest at Sijimali and ensure that PESA, 1996 and FRA, 2006 are implemented both in letter and spirit in a credible, transparent, and participatory manner.
