Personally, I blame the Rebellion for draining Imperial resources and later fracturing galactic unity. But then, the Rebellion is my obligatory lolcow so it doesn't sound credible.

I think of them more like a case study in how democracies are weak to foreign invasion and subsequent annihilation without drastic change.
