-Nobody forced anyone to turn in their old cars.

-Average age of a car turned in was 14 years, back in 2009. Virtually none of these cars would be road worthy today, much less enough to affect the used car market in 2026.

Believing that Cash for Clunkers are the primary cause of today’s sky-high used car prices requires you to think that removing 700,000 cars with an average age of 14 years from the market in 2009 had a larger impact than removing 2,000,000 cars with an average age of 0 years in 2020-2021, among other things.
