No matter how good your Thumbnail is,
If youtube recommends it to someone uninterested in the topic,
Your video will still TANK!
CTR doesn't matter on YouTube.
CTR will be different based on:
- The size of your audience
- Your niche
- The number of views and impressions on your video
Generally, CTR falls as you get more views because your videos get recommended to a broader audience.
CTR is not an indicator of success (or otherwise).
The best way to interpret CTR is to compare it to your other videos in the first 24 hours. This way you're comparing videos getting recommended to similar groups of people in the same timeframe.
Otherwise, your biggest indicators are your impressions and views.
