In SA's municipal system, half the council seats are ward (FPTP) and half are PR to make the overall result proportional to the party vote. ANC won about 60 of Johannesburg's 135 wards but only ~20% of the total vote (entitling it to roughly 54 seats out of 270). Because ward seats cannot be taken away, this creates an overhang: ANC gets zero PR seats and keeps only its ward seats. Leaders placed high on the PR list (Morero, Masuku, Mgcina) therefore have no seats.
