No, they really arenโt. From a character design perspective his most recognizable facial features are his long nose, his circular eyes + eyelashes, and his rectangular face shape. Even his eyebrows are more iconic than the lips. They could have easily done something like this:

Ussop being a liar is definitely part of his character but letโs not act like black characters arenโt typically given those donut lips by artists who donโt know how to draw black people. (Ussop as we know IS black).
