ለሁለንተናዊ ብልጽግና - ሁለንተናዊ ዝግጁነት ያለው አመራር የኢትዮጵያን ሥልጣኔ ለመገንባት እንችል ዘንድ ሁለንተናዊ ብልጽግናን ማረጋገጥ አለብን፡፡ ሁለንተናዊ ብልጽግና ማለት ቁሳዊና መንፈሳዊ ብልጽግና፣ ባህላዊና ሞራላዊ ብልጽግና የተሸመኑበት ብልጽግና ነው፡፡ ለዚህ ደግሞ አመራሩ ሁለንተናዊ ዝግጁነት ያስፈልገዋል፡፡ በአካል የዳበረ፣ በሞራል የጠነከረ፣ በዕውቀት የተሳለ፣ በጥበብ የበሰለ እንዲሆን ይጠበቅበታል፡፡ በተለይም በሀገር ፍቅር ስሜትና በሕዝብ ተቆርቋሪነት መንፈስ ግዴታዎቹን እንዲወጣ የሀገር አደራዋ ጥብቅ ነው፡፡ ወታደራዊ ሳይንስ፣ ልምድ እና ሕይወት የሰውን ልጅ ዓላማና ሰብእና በመቅረጽ ረገድ ተወዳዳሪ የለውም፡፡ የሰው ልጅ በአካልም፣ በመንፈስም፣ በሥነ ምግባርም፣ በአፈጻጸምም ዲሲፕሊናዊ እንዲሆን በማስቻል ለዘመናት ትውልድን ሲያዘጋጅ ኖሯል፡፡ ውጫዊና ውስጣዊ ማንነቱ የሠመሩለት ሰብእና በመቅረጽም ታላላቅ መሪዎችን አፍርቷል፡፡ ግዳጅን በብቃት መፈጸም፣ በዐርበኝነት መንፈስ አገልግሎት መስጠት፤ የሥራ ዲሲፕሊንን መቅረጽ፤ የጋራ ግብን በጋራ ማሳካት፤ ወትሮ ዝግጁነት፤ በተዋረድ አመራርን ማፍራት፤ ኃላፊነትና ተጠያቂነት፤ ከላይ እስከ ታች በመናበብ ዓላማን መፈጸም፣ እና የመሳሰሉት ከወታደራዊ ሳይንስና ልምድ ሊወሰዱ የሚችሉ ዕሴቶች ናቸው፡፡ የመደመር መንግሥት አመራሮች በሁርሶ ወታደራዊ ማሠልጠኛ ሥልጠና በመውሰድ ላይ ናቸው፡፡ የመደመር ሥልጣኔ ታላቁ ስትራቴጂን ተግባራዊ ለማድረግ እንዲቻል፣ ከወታደራዊ ሳይንስና ሕይወት የምንቀስማቸው ዕውቀቶች፣ ክሂሎቶች እና ልምዶች አሉን፡፡ በተለይም ደግሞ በአንድ ሰዋሰው መግባባት፣ ሥነ ምኅዳርን በሚገባ መጠቀም፤ በተከታታይ ሕዝብን ለዓላማና ለተግባር ማነጽ፤ ለሕዝብ የገባነውን ቃል በሚገባ አከናውኖ መጨረስ፤ ከታች እስከ ላይ ያለውን መዋቅር ለሀገራዊ ዓላማ ማሣለጥ፤ ሀገርን በባለ አደራነት መምራት፤ ለምንምና ለማንም የማትበገር ጽኑ ሀገር መገንባት፤ ተተኪ ትውልድን ማፍራት እና የሀገርን ደኅንነት ምንጊዜም ማረጋገጥ የሚሉትን የስትራቴጂውን ሐሳቦች በተገቢው መንገድ ለመረዳትም ሆነ ለማስፈጸም ወታደራዊ ሥልጠናው የማይናቅ ሚና ይጫወታል፡፡ ወታደሮች ዒላማ፤ ሲቪሎች ደግሞ ዓላማ አላቸው፡፡ የሁለቱም ግብ ድልን ማስመዝገብ ነው፡፡ ሁለቱን ዲሲፕሊኖች በማገናዘብ ዒላማውንም የሚመታ፤ ዓላማውንም የሚያሳካ ትውልድ እንፈጥራለን፡፡
