The House CR has lots of problems, but a big one is that it restricts how the District of Columbia spends its OWN money. This doesn't save a single federal tax dollar—it just treats DC residents like pawns.

People talked about it and fought for it quite a bit actually, weirdly enough. I really think you can do this with almost all of history- ignore the context of the decisions and political capital at the time(if right or wrong) and pretend all decisions are easy.
The child tax credit basically ended childhood poverty in the United States and Democrats just unceremoniously let it die and barely ever talk about it since. I think about that a lot.
