The key is that the bad non-profit spending has been going on for a long time and has grown to ridiculous levels under the regime of the internal audit. (This is why The Groups are against it! They are disproportionately employed by or tied to said non-profits!)

Well, Julio has a vested interest in preventing external audits because he wants a ton of money diverted to the non-profit industrial complex for the Affordable Housing concern he's been trying to push for years. So don't trust Austin Metric on this. Use your common sense.
