That's what #MarkCarney announced last week as Canada's "initial participation" in the EU's Ukraine Support Loan.
Initial. We're apparently just getting comfortable.🤦🏼♀️
Before that summit, Canada had already committed more than $26 billion in support since 2022. That's one hell of a tab!
Meanwhile, Canadians are putting groceries back, turning down the heat and deciding which bill gets the pleasure of being late.
When do those Canadians become an urgent funding priority?
And what exactly is this latest commitment? A grant? A loan? A guarantee? When do we pay? What could we owe later? All this for just an alliance.... Can't wait to see what you think Canada should pay under any form of an associate member.
Supporting Ukraine doesn't make those questions disappear. You're spending public money, Mark. Answering the public is part of the bloody job.
Funny how Canadians need to live within their means, but our government's generosity never seems to encounter ours. We're checking whether we can afford dinner all while he's announcing what we can afford next.

2019–20: $39.4 billion deficit

2021–22: $90.2 billion deficit

Pierre is right. Dividing the debt onto three credit cards doesn’t make it smaller. It just makes the numbers look better for the headline.
The independent Parliamentary Budget Officer just laid out the facts:
• The government’s “day-to-day operating balance” is roughly $19 billion better than standard public-sector accounting would show. Shifting items into “capital” creates the gap without any actual change in fiscal policy.
• Asked what discipline the new fiscal anchors actually provide on borrowing, PBO Annette Ryan’s answer was two words: “very little.”
• Over the next five years the PBO projects cumulative deficits of $333 billion. Cumulative borrowing? $733 billion. Borrowing is rising more than twice as fast as the deficits.
• Debt-to-GDP is projected to keep climbing (to 42.6% by 2030-31). The deficit-to-GDP ratio is not on a steadily declining path.
• Public debt charges are the fastest-growing expense, heading toward $83 billion a year.
• $141 billion in loans to Crown corporations sits largely outside the operating picture, with real write-off and transparency risks.
A balanced “operating” budget while overall debt and borrowing keep rising is not fiscal discipline. It’s re-labelling. Canadian families will still service every dollar of interest.
The PBO has flagged the overly expansive capital definitions before (previously estimating capital was overstated by ~$94 billion / 30%). Nothing fundamental has changed. The books are being managed for the political story, not for the actual liability.
