DeCarlos Brown Jr., the man accused of fatally stabbing Ukrainian refugee Iryna Zarutska on a Charlotte light rail train in August 2025, has been ruled incompetent to stand trial in both his state and federal cases after mental health evaluations. A federal psychiatric evaluation found Brown “too mentally ill and impaired to understand the nature and consequences of the criminal case against him.” U.S. District Judge Kenneth Bell ruled that he is suffering from a mental disease or defect that prevents him from understanding the proceedings or assisting in his defense. Brown was ordered into the custody of the Attorney General for up to four months of treatment at a secure federal medical facility, with the goal of restoring his competency. Evaluators said his prognosis for becoming competent with medication is good. A separate state evaluation at Central Regional Hospital also found him “incapable to proceed” on the North Carolina murder charge. Lock him up and lock these judges up!!!
