I thought that here, working at this level, might be found an answer to the negativity and organisational melancholy that sets in when people are faced by a slow and suffocating bureaucracy. teapawt.net/2heartoftheart/status/…

Probably the worst customer experience I’ve been through. Brings some lessons. Whoever suggests that state organisations should learn from the private sector ought to take a close look at just how poorly some of them perform.

Call for place-based public sector budgets
Five principles:
COunting
Collaboration
Community power
Accountability
Reform at the centre
Three recommendations for national Government to enable it to happen

Public services are in crisis & there is no quick financial fix.
We need to rewire existing spending around community priorities.
In a report out today, @JYDenham & @jesstud call for place-based budgeting, reviving Total Place for today's climate.

2010 showed the importance of HMT’s active support to make it x-government. ‘Socialising’ it pre-election it became clear that Osbourne and Hammond (shadowing Liam Byrne as Chief Secretary) weren’t going that way. Others positive but not enough. The coalition agreement killed it

Great to see this report.
Total place had all the ingredients of getting the most from public sector investment built around places and people.
That it was scrapped, with much else, by the coalition government at a time it was needed the most was foolish.
Lots to learn from it
The best policy that almost was?
@JYDenham & @jesstud are calling for a come-back for place-based budgeting as we saw in the Total Place pilots of 15 years ago.

The key then was it was much more than a cry for localism. It focused on people, their lives, and how and where things could be done more simply and effectively. A #TotalPlace approach without a way of connecting widely with all interests won’t succeed.

I like this now & I liked it then. #TotalPlace
But it's very challenging not simple surely?

They also get really smart at working the system to provide a semblance of sanity and security in their lives. Understanding how people use your service is very different to knowing how your service is delivered.
"Real people don’t live their lives in separate departments or services. They often know what would make a difference but instead of services shaped around their needs they find duplication and gaps."
@JYDenham makes the case for place-based budgets 👇

To do this in Total Place we had to get all the Finance Directors in a room to figure out how they would make this work when different organisations work to different geographies, timescales and protocols. They did, and it provided a firm basis for action.
"According to New Local some simple maths is the best place to start.
"All spending in specific local areas should be counted up in order to map public spending across the UK."

Myriad funding pots prevent places from doing right by people, and will inhibit government from achieving its missions. @wearenewlocal and @FutureGovForum think that a shift to place-focused funding would be more effective, and a vital part of renewing trust.

Worth looking up the work of the pilot from Luton and Central Bedfordshire. Great work on benefit’s assessments and how to take time, cost and disincentives out the system.

Too much inefficiency is priced into our Whitehall-led public service model. We should draw inspiration from Total Place pilots to rethink how provision can be fit for purpose in 2025 & beyond.

Great to see Total Place being seen as the model to follow. It was late in New Labour's time in office but was starting to create some very positive change before being scrapped

This is very welcome - I've been advocating for aeons for a return to the principles that underpinned Total Place
And the means change in #Whitehall. #totalplace took senior civil servants into places to work on the issues that mattered. They met together to unblock their end, not hold the local pilots to account.
It was a practical route to more effective services and use of resources. The key was it wasn’t just local. It linked all public services in a place around the people who they were for. It also embodied a route to get there. It wasn’t just policy wonkery.
There’s no financial quick fix for public services- we need to ensure maximum impact from existing ££.
Place-based public service budgets would re-route funding around priorities of communities, not Whitehall silos.
