Really, it's not that complicated. Anywhere percent positivity is increasing at a greater rate than testing is increasing, the epidemic is spreading more. And anywhere with a positivity rate above 5% has a LOT of Covid.

Fewer people being tested each day (so the # of positive tests are down), but the % positive test rate remains up. This indicates community spread of #COVID19 is still a concerning problem.
