Cultivate a reputation as a problem solver Link those networks with allied networks around you, develop and cooperate to achieve joint objectives and multiply influence. Train cadres. Once you have this network established, you work to improve your ability to project power while simultaneously disorganizing your political, demographic and ideological opponents. Slowly but surely you pull power to your people and away from your enemies
