Russia's Finance Ministry has proposed a windfall tax on commodity producers, at 20% on revenue from gold and 30% for some base metals and fertilizer producers.
The measures are aimed at narrowing a budget deficit widened by military spending and weaker oil revenue.
The deficit ran at about 2.5% of GDP from January to August, against the 1.2% the government projected for 2026 last year.
USGS puts Russian gold output at 310 tonnes last year, second only to China.

COMEX copper inventories in the US rose 712% from February 2025 to August 2026, while London and Shanghai stocks fell, Sprott says.
Traders moved metal in to capture higher US prices and ahead of a possible tariff on refined copper. The US now holds about 69% of all exchange-monitored copper.
Supply outside the US has tightened. Available metal on the LME has shrunk to 133,725 tonnes, and Chinese buyers paid the highest import premium in nearly four years last week.
Storage at the Port of New Orleans, the main Comex delivery hub, is largely full.
Commerce has recommended a 15% tariff on refined copper from January 1, 2027, subject to a presidential decision that has yet to come.

आज हिमाचल ने नया इतिहास रचा है। हमारी सबसे बड़ी संपदा पानी है और इसी पानी से प्रदेश को मिलने वाले आर्थिक लाभ का नया अध्याय शुरू हुआ है।
किशाऊ पावर प्रोजेक्ट पूरा होने पर हिमाचल को करीब 1,200 से 1,500 करोड़ रुपये की सालाना आमदनी होगी।
पिछली भाजपा सरकार के समय बिजली परियोजना का खर्च हिमाचल सरकार द्वारा उठाने पर सहमति जताई गई थी। सरकार बनने के बाद हमने इस समझौते को लेकर असहमति दर्ज कराई।
क्योंकि लाभार्थी राज्यों तक पानी पहुँचाने का खर्च अगर केंद्र सरकार उठाए, तो हमारे जल संसाधनों से बनने वाली बिजली का लाभ भी हिमाचल के हित में सुनिश्चित होना चाहिए। यह हमारे संसाधनों के साथ न्याय का सवाल है।
उत्तराखंड ने अपने हिस्से का खर्च उठाने पर सहमति दे दी। हमारी गृह मंत्री जी के साथ बैठक हुई और आज खुशी है कि किशाऊ पावर प्रोजेक्ट के MoU से हिमाचल के हित सुरक्षित हुए हैं और आने वाले समय में प्रदेश को इसका बड़ा आर्थिक लाभ मिलेगा।

LIC Housing Finance Limited (LIC HFL) and other public financial institutions, including Canara Bank and Union Bank of India (UK) Ltd., voted against the Repayment Plan proposed by Dr. Subhash Chandra. The Plan was ultimately approved on account of the votes cast in favour of the Repayment Plan by the other Financial Creditors, aggregating to 80.81%.
LIC HFL will immediately file an appeal before the Hon’ble NCLAT, along with the other public financial institutions
