Is spam/not-spam black and white enough to handle network wide? Maybe it's better handled on device to let people choose which filters they want (if any), and how strict those filters should be.

I've found Google's spam filter and reporting to be quite good. Integrated in the phone app on Android. I assume there's a way to use it on iOS.
