This is just how incentive structures work. Bureaucratic systems use paperwork burden to en/discourage behavior until the people involved like the results. This already happened to many social services with lawyers instead of chatbots

Not every capability is being actively used at every time, but yes, in the past 5-10 years, NN-based systems are efficient enough to do this at scale. Plus you absolutely don't need all of them to track someone well
