So it appears that most people don't realize that so much human behavior is criminalized that you're all guilty of crimes - this is done on purpose to allow the state to pick and choose who gets prosecuted and when. Criminalizing activity isn't done to stop it, it's class war

This is how you handle a tear gas canister. Pour water around the canister. That’s to help seal the base of the traffic cone used to contain it. Then you douse it from the top and cover it. It’s extremely effective.
