Ad-hoc promotion is counted as promotion to deny MACP, but not counted for NFU. This anomaly is costing 1,000+ Superintendents of Mumbai CCA their rightful Level-9 upgradation.
The permission for review DPC was granted by Hon'ble CAT in 2023. The dedicated Task force for work of review DPC has been constituted after 3 years in 2026. However, no officer of this task force has been relieved so far to contribute to this exercise.
All India Seniority list pending from 01.01.2014 due to which DPC to Assistant Commissioner not held even though more than 1500 posts of AC are lying vacant. Superintendent after putting more than 30 years are retiring with only one promotion.

All India Seniority List shall be finalised each year. However, its pending since 2015. We dont have Seniority Lists for more than 10 years.
🚨 AISL DELAY – THE ROADBLOCK TO PROMOTION!
All India Seniority Lists for Superintendents have been pending from 2014 onwards. Their non-finalisation is holding up the DPC for promotion to Assistant Commissioner.
The result: stalled career progression, officers awaiting promotion and many Superintendents retiring with just one promotion.
