That is Scott Guthrie in his division's internal AMA, two days after Microsoft offered buyouts to about 60,000 employees and a week after the US Gov’t suspended their PERM filings.
He told visa and green card holders Microsoft will "continue to sponsor" them.
He said Microsoft is "working with the US administration to get clarity," and "we're not sure that everyone's looked at the right data."

Dr. Taylor Eighmy is the current president of the University of Texas at San Antonio (UTSA).
His salary is a nice $1.26 MILLION following a 37% increase last year, with perks that would make you throw up.
Under his watch, UTSA has become a breeding ground for communist and Marxist ideology, radical Islam, and the glorification of terrorism, including a disturbing culture of celebrating assassinations.
His campus hosts over 1,000 students on visas, many from nations hostile to the United States.
In June of this year, during Erika Kirk’s appearance at a TPUSA event on campus, a student reenacted Charlie Kirk’s assassination, repeatedly throwing themselves to the ground as though they had been shot.
One of the organizations involved in the protest surrounding Erika Kirk’s appearance was “Right to Rebel,” a student activist group at the university.
That student groups is growing. I've watched their numbers increase over the last few months.
Students now openly promote communist ideology and glorify U.S.-designated terrorist organizations like Hamas.
Among the books distributed on campus is a tribute to Yahya Sinwar, the former Hamas leader and architect of the Oct 7 massacres.
One of their shining students was filmed reciting a poem celebrating Charlie Kirk’s murder, then told a TPUSA speaker he was “brave” for showing up on campus without a neck brace.

The employee who leaked this clip of the meeting to me was one of many who have expressed concerns to me. Multiple Microsoft employees have told me they feel as though MSFT doesn’t give them the same amount of respect and care.
Many Microsoft employees are asking why H-1B workers aren’t the first to be cut during a downsize since MSFT claims none of the downsizing is performance based.
Employees are curious why American workers aren’t being put first in the United States.

Constitutional Challenge to End H1B, and deport Indians.
It's pretty well settled that an unconstitutional law is no law at all, and NEVER was.
Does that mean that if the law that created the H1B Program is found to be unconstitutional, that nobody who ever got an H1B ever got it legally, and will all have to go back to India, or wherever, including those that later got their Green Card and became naturalized?
Does that mean that every Dollar they earned as a result of the H1B Program is illegal proceeds and is subject to forfeiture to the U.S. Government?
Does it also mean that money earned by immigration attorneys like @immigrationgirl and @AttyStevenBrown assisting others in gaining those illegal proceeds is also subject to forfeiture?
Does it mean you can sue an individual Indian directly for violating your Rights by being in this Country.
Let's find out.
