Today, in front of IRCC's Jean Edmonds South Tower at 365 Laurier Ave West, Ottawa, we stand together with a simple message: Canada must create clear, fair, written guidelines for Iranian mandatory conscripts. Mandatory military service in Iran is not a choice. It is required by law. Young men cannot refuse it without losing their passports, their education, their jobs, and their future. Being forced to serve is not the same as being a member of the IRGC. A conscript does not join; a conscript is sent. Yet right now, many of these families are receiving procedural fairness letters and refusals that treat forced service as voluntary membership. The government promised case-by-case review. In reality, people are facing blanket decisions, inadmissibility findings, and years of uncertainty, with no public standard explaining how officers decide. We are asking for something basic: ✅ Ministerial guidelines that clearly separate mandatory conscripts from IRGC members ✅ Real individual assessment, not automatic refusals ✅ Transparency, so applicants know the rules applied to them ✅ An end to personal, inconsistent decisions that tear families apart We fully support holding the IRGC accountable. Target the regime and its members, not its victims. Many conscripts and their families fled the very system Canada wants to sanction. Punishing them does not protect Canada; it punishes people who came here for safety, work, and a future for their children. Keep your promise. Case-by-case must mean case-by-case.
