Good review of total compensation by @RalphSmith47 and @FedSmith. The other issue - which we are addressing at @USOPM - is that we don't grade people appropriately because too many federal roles have degree and/or minimum tenure requirements and promotions are gated by time in grade (i.e., tenure). We are eliminating these proxies for merit in place of demonstrated merit. If you are performing at a GS-14 level, you should be leveled there, independent of whether you have a college degree or have worked for a minimum number of years. TLDR --> Merit > Tenure!
