This bill has overwhelming support from the New York Senate and Assembly as well as the people of New York. The people of New York have spoken and spoken loudly. Too many pharmacies have been forced to close. Governor Kathy Hochul please sign this bill into law sooner than later.
The Patients Before Monopolies Act eliminates the vertical integration between Pharmacy Benefit Managers (PBMs) and pharmacy businesses.

I know CVS loves making “S.O.S.” signs, so I asked @grok to make one up for the independent pharmacy owners.

CVS spending millions and will do anything to stop legislation prohibiting corporations from owning both a #PBM and pharmacies. Their business model is built on owning both plus owning an insurer. #PBMob #PBMs

"CVS would rather pull out of an entire state than stop robbing Americans," says @WallStreetApes
CVS threatened to close 134 pharmacies in Tennessee if a new bill passes that will prohibit any company from owning a pharmacy and pharmacy benefits manager at the same time
“The bill is aimed at separating financial control over drug pricing from the pharmacies that ultimately dispense medications. It separates financial control from patient care decision making”

“House Bill 919 is simple. If a pharmacy fills a prescription, they get paid what it costs, period. We also stop in this bill, PBMs playing both sides of the table, owning pharmacies while setting the reimbursement rates that crush their competitors. You don’t get to be an umpire and swing the bat,”

NYS pays pharmacies below cost on NYSHIP while cvs is raking in the dollars. Pay pharmacies the Medicaid rate for NYSHIP. The money is in your budget. Don’t give it to cvs for more profits @GovKathyHochul @NY_Pharmacists

💊 The $860 Million Medicare Oversight
It’s hard to believe, but Medicare is currently overpaying by staggering amounts for single medications. A prime example is the cancer drug Abiraterone.
The Cost Disparity
The price difference between what Medicare pays and what an independent pharmacy can offer is eye-opening:
Medicare Price: $2,800 per prescription
Forest Park Pharmacy Price: $63 per prescription
That is a difference of $2,737 per fill. Nationally, Medicare spends roughly $880 million on this drug annually. If sourced at the lower rate, the system could save $860 million every single year on this one medication alone.
Why Is This Happening?
The system often relies on an "Illusion of Savings." Here’s how the cycle typically works:
High List Prices: Manufacturers set artificially high prices (e.g., $100 for a $25 drug).
Rebate Games: Large rebates are paid to insurers to get the drug on "preferred lists."
The Fallout: While the "net cost" might look lower to the insurer, patient co-pays and premiums are often based on the high list price, not the actual cost.
Taking Control of Your Costs
You don't have to be a victim of the "list price" trap. Forest Park Pharmacy uses transparent pricing that bypasses these inflated markups.

Health insurance companies and PBMs are often presented as separate players in the healthcare chain. In reality, they're part of the same mega corporation. That means they aren't negotiating to get you the best price; they're negotiating within the same company.
