As artificial intelligence becomes increasingly part of newsroom workflows, media organisations need clear guidance on how to use these technologies without compromising journalism, the law or public trust. The 𝗟𝗲𝗴𝗮𝗹 𝗚𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 𝗼𝗻 𝘁𝗵𝗲 𝗨𝘀𝗲 𝗼𝗳 𝗔𝗜 𝗶𝗻 𝗞𝗲𝗻𝘆𝗮 𝗮𝗻𝗱 𝗧𝗮𝗻𝘇𝗮𝗻𝗶𝗮 𝗡𝗲𝘄𝘀𝗿𝗼𝗼𝗺s, published by the Thomson Reuters Foundation and prepared by ALT Advisory with contributions from TMC, provide practical guidance for navigating the legal, regulatory and editorial considerations surrounding AI use in journalism.
The guidelines complement TMC’s work on responsible AI adoption through research, policy engagement and capacity building, including the AI for Media Development (AI4MD) initiative, which examined AI awareness, adoption and challenges among media professionals in Tanzania. Available in English and Swahili, the guidelines offer a useful starting point for newsrooms reviewing their practices and developing internal policies for responsible AI use.

TMC, in partnership with the Internet Governance Tanzania Working Group (IGTWG) and the Tanzania Technical Community, presents Issue 10 of the Tanzania State of Internet Governance Series, an advocacy brief examining the emerging risks posed by autonomous cyber threats, agentic artificial intelligence, and the growing vulnerability of Tanzania’s interconnected digital state. The brief explores how the rapid expansion of Digital Public Infrastructure, while improving public service delivery and administrative efficiency, is also expanding the country’s digital attack surface and creating new challenges for cybersecurity, accountability, and digital sovereignty.
Key areas highlighted in the brief include:
✴️ The emergence of machine-speed and autonomous cyber threats
✴️ Legal and liability gaps within Tanzania’s existing Cybercrimes Act
✴️ Vulnerabilities affecting Critical National Information Infrastructure (CNII)
✴️ AI governance, algorithmic accountability, and digital sovereignty
✴️ Cybersecurity risks associated with Tanzania’s interconnected digital infrastructure
✴️ E-waste challenges linked to AI hardware, data centres, and high-density computing
✴️ Lessons from regulatory and governance approaches in the United States, Rwanda, Uganda, Nigeria, France, and Kenya
✴️ The need for regulatory sandboxes and Tanzania-First public procurement
✴️ Strengthening cross-border data protection and platform accountability
✴️ Building judicial, cyber-forensic, and workforce capacity for an AI-driven future
✴️ Strategic policy recommendations for a secure, resilient, and technologically sovereign digital state
The advocacy brief calls for Tanzania to move beyond reactive cybersecurity measures towards a comprehensive governance approach that strengthens legal frameworks, promotes security-by-design, supports local technological innovation, protects national digital infrastructure, and prepares institutions and citizens for the opportunities and risks emerging from autonomous AI technologies.
This Issue 10 of the Tanzania State of Internet Governance Series contributes to ongoing discussions on cybersecurity, AI governance, digital rights, and Tanzania’s digital future, promoting a secure, resilient, inclusive, and sovereign digital ecosystem.
