As with past summits, most officials will arrive on private jets to occupy five-star suites. While Turkey has not itemised the venue's operating costs, Ankara has used the spotlight to announce a broader $500 billion national energy roadmap leading to 2040.
For the first time, the UN has split the presidency powers following a months-long bidding war. Türkiye will serve as the physical host, while Australian Climate Change Minister Chris Bowen assumes the role of 'President of Negotiations'. Canberra’s $150 million ticket covers bureaucrat delegations, pre-COP sessions and funds Pacific overreach.
Yet the vast majority of these attendees will act as little more than spectators and visible PR.
Just weeks ahead of the summit, the Intergovernmental Panel on Climate Change suspended its 65th Plenary Session in Ethiopia after member states deadlocked over the Seventh Assessment Report (AR7) budget. Developing nations walked out, forcing emergency sessions just to salvage the work plan.
With the primary scientific body stalled, both host nations face sharp criticism for simultaneously expanding their own swollen fossil fuel footprints. It leaves critics asking whether multilateral climate governance is finally collapsing under its own weight.
Meanwhile, India’s decision to withdraw its bid to host COP33 in 2028 — citing a 'review of commitments' — signals a broader geopolitical shift. Major developing economies are increasingly bypassing symbolic UN stages to prioritise domestic industrial policy, energy security and bilateral deals.

Opposition members argue this choice selectively impacts major Australian newsrooms.
Concerns have been raised regarding wider government grants programs.
Analysis of GrantsConnect data showed that 88% of multicultural funding allocated between 2022-23 and 2025-26 went to electorates held by the government at the time, with 76% awarded through non competitive processes.
Questions have also arisen over a $6 million grant awarded to the Marrickville Golf Club within the Prime Minister's electorate, leading to calls from the opposition for the matter to be reviewed by the National Anti Corruption Commission.

🇵🇱 HERE WE GO. Donald Tusk finally speaks on the Constitutional Court crisis, and yes, it's Russia.
(We said he'll blame Russia on Monday. He didn't even wait that long.)
After a full day of silence, Tusk finally spoke for five minutes. If you took a shot every time he said "rule of law," you'd be on your eighth before he got to the Russian bots.
His main points:
🔸️The court built by PiS "is not a real court," and Nawrocki and PiS blocked every attempt to fix it.
🔸️His judges were "legally elected" and were "attacked," while the police were there to "protect the court from the attackers."
🔸️"In a state governed by the rule of law, a judge, even a petite woman, does not back down before an aggressive thug." That's a dig at Nawrocki.
🔸️"In a state governed by the rule of law, a politician cannot enter a court and give orders or intimidate judges, even if he is the president."
Then he explained the whole crisis with a story: a thief snatches an old lady's handbag, and when he's caught, he screams that he's the victim.
And then, right on schedule:
"It is no accident that they find support around the world among pro-Russian forces. Today in this conflict they are benefiting from the support of an army of Russian bots on the internet. They have even received public compliments from the Kremlin's chief ideologue."
In Tusk's version, the Supreme Court, the President and two of his own diplomats are a Russian influence operation. The riot police are the rule of law.
