Gruber later admitted it was never meant to lower costs. Increasing premiums for young people so that high-risk individuals could be covered was part of the design.

I don't even fault Gruber for this, he's a partisan and partisans lie. The outrageous part is that all of mainstream media and "centrist punditry" failed to do due diligence and presented his lies as indisputable fact.
meanwhile PwC was basically spot on with its estimates.

the prevalence of HIV among heterosexual men is about 0.085%. let this be P(A).
let probability of "getting a positive test" be P(B).
the false positive rate of the test, P(B|not A) is approximately 1.22%.
the true positive rate (sensitivity) of the test, P(B|A) is approximately 100%.
plug these values into formula 2 below
P(A|B) = P(A)/(P(A)+P(B|not A)*P(not A)) = 6.5%

worth noting that on the same ballot there is Prop 3, which is set to make permanent a "temporary tax" which was implemented in 2012 and initially set to expire in 2019. the California Democratic Party and SEIU both campaigned for this tax by appealing to its "temporary" nature. Prop 3 currently has a 96% chance of passing according to Polymarket.
so voters have in front of their eyes an example of these organizations going back on their promises.

very likely that she's using AI to write papers even though this specific paper wasn't AI-written. probably why she's so sensitive.
apparently she's been in grad school in physics since the 2000s, but she never uploaded any pure math papers until 2025 when she had a sudden surge

her own fault. she had the whole world to choose from and decided to migrate to Paris, France.
she probably bragged about her bougie French lifestyle on Xiaohongshu every day.
should have looked at statistics, instead of watching Emily in Paris.

They *cannot* choose lower immigration. the French are culturally xenophobes and never liked migrants much anyway, but any government that gets elected has to maintain or increase immigration because it's the only way to keep their worker-to-retiree ratio high enough to avoid fiscal collapse. Cutting welfare is the third rail of French politics.
Le Pen is currently promising to *reduce* the retirement age, btw. If she gets elected she will either have to break that promise or break her promise on immigration (likely both).

steel production used to be charcoal-based which meant the iron mines + forestry of the Alps provided both resources in close proximity.
once steel production shifted to coal-blasted furnaces, Austria-Hungary fell off. it didn't have good RNG when it comes to coal deposits.
